How the number is made
Horizontal = length × cos(|angle|). Drop is positive when the angle is negative. Effective reach = frame reach + horizontal. Spacers under the stem are not included.
Bar reach (the drop-bar extension) adds more horizontal millimetres than the stem alone.

Questions
Does −17° shorten reach?
Yes, slightly. More of the stem length points down, so the horizontal piece shrinks.
Where do spacers go?
Above or below the stem. This calculator stops at the stem itself.
Does a positive stem angle drop the bars?
No. A negative angle drops the bars. A positive angle raises them, so the reported drop becomes negative.
