How the number is made

High is usually steeper and taller, which keeps the front end up on a climb. Low is the descending setting.

Is every chip 0.5°?

No. Some are 0.6°, some also change reach. Use this as the typical case and your geometry PDF as the truth.

What does the low chip change?

The low position is a fixed minus 0.5 degrees of head angle and minus 6 mm of bottom-bracket height. High leaves the numbers you typed unchanged.
